    Israel finance minister says Iran economy "on verge of collapse"

    JERUSALEM (Reuters) - Iran's economy is edging towards collapse due to international sanctions over its controversial nuclear program, Israeli Finance Minister Yuval Steinitz said on Sunday.

    Israel regards the prospect of its arch enemy developing nuclear weapons as a threat to its existence, and Prime Minister Benjamin Netanyahu has said that, although sanctions are taking their toll, they are not yet forcing Iran to abandon work that could soon lead to a nuclear warhead.

    However, Israeli officials appear increasingly ready to acknowledge the effect of recent American and European sanctions designed to restrict Iran's lifeline oil exports.

    "The sanctions on Iran in the past year jumped a level," Steinitz told Israel Radio, noting that as finance minister, he follows Iran's economy.

    "It is not collapsing, but it is on the verge of collapse. The loss of income from oil there is approaching $45-50 billion by the year's end," Steinitz said.

    The United States, Israel's main ally, says it will not allow Tehran to produce the bomb, but sanctions should be given more time to work before force is considered.

    American and Israeli commentators say a military strike to destroy Iran's nuclear plants, which Iran says are designed only to develop a nuclear generating capacity, could trigger a regional war with unforeseeable consequences.

    In Israel too, some prominent political and military figures question Netanyahu's warning that Iran is so close to the threshold of nuclear capability that military action will soon be the only way to stop it.

    But there has been no open split in his coalition over the issue. Steinitz praised the prime minister's speech to the U.N. General Assembly last week in which he used graphics to underscore the perceived Iranian threat.

    SOARING INFLATION

    An Israeli Foreign Ministry document leaked last week said sanctions had caused more damage to Iran's economy than at first thought and ordinary Iranians were suffering under soaring inflation, although this did not appear to be changing policy.

    On Saturday, the Iranian currency slumped to an historic low of about 28,400 rials to the dollar, a fall of about 57 percent since June 2011, meaning a sharp rise in the price of imports.

    "The Iranians are in great economic difficulties as a result of the sanctions," Steinitz said.

    Parliamentary opponents of Iranian President Mahmoud Ahmadinejad say sanctions are not a major cause of Iran's economic problems and accuse his government of mismanaging the economy.

    "The first approach today is that authorities accept their mistakes and failures, second, that they not blame their mistakes on others, and third, that they invite all the pundits and experts to find a way to solve the problems of the economy," Iranian legislator Ezzatollah Yousefian was quoted as saying by the Mehr news agency.

    Israeli Foreign Minister Avigdor Lieberman told Saturday's Haaretz daily that he believed Iran's Islamic theocracy would be toppled in a revolt like the one that toppled Egyptian president Hosni Mubarak last year.

    "The opposition demonstrations that took place in Iran in June 2009 will come back in even greater force," he told the paper. "In my view, there's going to be an Iranian-style Tahrir revolution. The young generation are sick of being held hostage and sacrificing their future."

    Nikon Coolpix S800c starting to ship in U.S and Australia

    Despite being somewhat overshadowed by the Jelly Bean toting Samsung Galaxy Camera, we shouldn't forget about the Nikon Coolpix S800c. Having been announced prior to IFA 2012 where we first saw the Galaxy Camera, all fell quiet ahead of an expected late September release. It's now late September, and we're starting to see some of the first retailers with stocks of the camera. 

    One of the earliest U.S. retailers to announce pre-orders for the S800c, B+H Photo Video, let us know today that our camera has shipped. 

    Down under, in Australia, the S800c is showing up in stock at CameraCity for AU$399 plus delivery and is available in black or white. According to the guys at Ausdroid, no local retailers are showing the device in stock, but some are showing up in retailers systems to place orders for. 

    Considering the expected price for the Galaxy Camera, the Nikon could be a bit of a steal. The Galaxy Camera offers more on the Android front, that goes without saying, with the Nikon languishing on Gingerbread. But, we should remember this is supposed to be a camera first and foremost, and it's really this end of the device that matters the most.     UPDATE 4-Spain debt rises on aid to banks, regions

    MADRID, Sept 29 (Reuters) - Spain's debt level and borrowing needs are set to rise next year, piling pressure on the government to apply for international aid, as it pours funds in to cash-strapped regions and an ailing banking system, its budget showed on Saturday.

    Spain's debt as a ratio of gross domestic product will reach 90.5 percent by end 2013, according to the document presented to Parliament for approval, almost three times that registered before the property bubble burst in 2008.

    The budget aims to make savings of around 13 billion euros ($16.72 billion) next year by cutting spending by the public ministries, education, health and infrastructure investments and freezing public workers' wages.

    "This is an austerity budget, but will serve to help us get over this long economic crisis and once again show that Spain is a trustworthy partner within Europe," Treasury Minister Cristobal Montoro told journalists after delivering the budget.

    Spain is at the centre of the euro zone debt crisis as nervous investors demand ever higher premiums to hold Spanish debt on concerns the government cannot control its finances in the midst of a deepening recession.

    Calls by wealthy northeastern region Catalonia for independence and the rising number of demonstrations on the streets of major cities have fuelled doubts Spain can fix its problems without help.

    Prime Minister Mariano Rajoy has delayed any plea for aid, which would kick-start a European Central Bank plan to buy debt and ease financing costs, though this week has passed reforms and the budget plan in what many see is an effort to pre-empt the likely terms of a bailout.

    Rajoy, who said he is considering the conditions behind any aid request, is widely expected to wait until after regional elections in Galicia and the Basque Country before taking any decision.

    RISING BORROWING NEEDS

    The budget details spending cuts of 3.1 percent in health, 14.4 percent in education and 6.3 percent in unemployment benefits, as the recession, which began in the first quarter, drags on.

    Spain will also slash state funding to commerce, tourism and small, and medium-sized companies by 18.8 percent and infrastructure by 13.5 percent.

    The government will increase its reliance on international markets for funding next year, with gross debt issuance requirements of 207.2 billion euros after budgeting in 2012 for gross issuance of 186.1 billion euros.

    The cost of financing its debt, as benchmark 10-year bond yields rise to above 6 percent, is expected to increase to 38.6 billion euros, or 3.6 percent of GDP, in 2013, the budget showed.

    The Treasury must pay debt redemptions of 159.2 billion euros in 2013, up slightly from 153.2 billion euros in 2012.

    The increase in the debt-to-GDP ratio was due to a greater debt on the back of the economic crisis and the effect of state instruments on public accounts, the Treasury said in the document.

    The instruments include the power deficit bond programme, FADE, the service provider fund for regional governments, Spain's part in aid granted to Ireland, Greece and Portugal and the recapitalisation loan for the country's banks, it said.

    Brussels on Thursday said the budget was a large step in the right direction. But many economists expressed doubt that Spain's conservatives would be able to raise the cash the budget demanded as pension and debt-servicing costs rise.

    "My general view is that this is an optimistic budget, in the sense that predictions for the contraction in 2013 are very optimistic," said Xavier Vives, economist at business school IESE, adding that he expected the plans to be revised as with every other budget over the last four years.

    The budget is based on the assumption that GDP will shrink by 0.5 percent in 2013 year on year, though most economists expect a deeper slump.

    DEFICIT JUMP

    Spain will meet its 2012 public deficit target as dictated by European guidelines, Montoro said, but the shortfall will jump by more than one percentage point if aid to its struggling banks were taken in to account.

    The Spanish deficit this year would be 6.3 percent of GDP, not including these payments to its banks, he said, but would rise to 9.4 percent of GDP last year and 7.4 percent of GDP this year if the aid was considered.

    "Everything within the deficit derived from financial operations aren't included ... they're considered one-offs," Montoro said.

    Spain has asked for up to 100 billion euros for its crisis-hit banks, though the debate among Spain's European partners rages over whether that money would go directly to its lenders or first via public coffers.

    On Friday, an independent report showed Spanish banks will need up to 59.3 billion euros in extra capital to ride out the economic downturn.

    The budget details on Saturday showed Spain's debt ratio included 30 billion euros of the planned 100-billion-euro aid request for the country's banks.

    It's getting harder and harder to find a good phone?these days that isn't a smartphone?and that goes double if you're looking for something with a keyboard. The $19.99 Samsung Array doesn't do much to remedy the situation, but at this point, any option is a welcome one. To that end, the Array is a simple feature phone with a decent slide-out QWERTY keyboard. It doesn't have 3G, and its feature set is rather limited. But if all you want is to talk and text, it should suffice.

    Sprint's Version and Conclusions
    This is the same phone as the Samsung Array?we reviewed over on Boost Mobile.?For a closer look at the phone, read our review and check out the slideshow below. It's the same device, and since Boost runs on Sprint's network, we expect it to perform similarly.

    There are so few keyboarded feature phones available that I don't want to ding the Samsung Array too much. If you need to talk and text and not much else it should do the trick. The LG Rumor Reflex??is another decent option. It has an eco-friendly design with a larger display and a nicer keyboard, though it isn't as simple to use as the Array. The Kyocera Brio??has a BlackBerry-style slab keyboard and better call quality, but next to nothing in the way of features. The Kyocera Milano, meanwhile, features a whimsical design and decent call quality, but also comes up short for media.?

    When Pets are Family to Our Senior Loved Ones | Senior Care Corner

    Many of us grew up with a pet in our home. Whether a dog, cat, bird, fish or ferret, that pet was a part of the family.

    A recent study indicates that seniors who live independently with a pet in the home live a healthier, longer and happier life due to better physical and emotional well-being. Seniors who own a pet are more likely to have a positive outlook since their pets ward off depression and loneliness. This improved state of health results in a lower incidence of seeking medical care and reduced healthcare costs. As a matter of fact, in a study of 1,000 Medicare patients, pet owners had 21% fewer physician?s contacts than non-dog owners.

    As our senior loved ones age, so do their pets. Oftentimes, after the kids leave the nest, elders have only their beloved pets for companionship. These furry friends are the reason for our senior adults to get going everyday ? Scruffy needs to eat, Fluffy needs some water or it?s time for a walk!

    Unfortunately, there are times that not only do our seniors need your care, but so do their pets.

    What is your plan for your parent?s dog or cat or bird if they should have to go to a facility and no longer able to stay in their home or simply become unable to care for them on their own?

    Recently, we had to leave our four-legged family member in the vet ?hotel? for many days and it was heart wrenching for us all. It made us think about what might happen if we couldn?t keep him with us in our home, no matter that ?home? has changed to a senior living facility.

    Solutions for the Care of Your Senior?s Pets

    1. The first best course would be that a close family member would be able to adopt your senior?s dog, cat or bird so that your senior can still maintain a relationship with it. My grandmother?s companion was her bird. She loved that little thing! I remember how I used to go to grandma?s to see her birds (she had many over the years!).
    2. Find an adoption center that will find a new home for your senior?s pet. Not a great solution because then your senior won?t be able to visit with his or her pet but at least they will know the pet will be provided necessary care and love in another home.
    3. Board your senior?s pet with the vet for an extended stay. Naturally, this will cost money but at least the pet will be able to visit with his ?mom or dad? regularly.? We know a few seniors whose adult children live far away. When their parents entered an assisted living facility for more supervision, their pets weren?t welcome and they now board their parents? pets, which allows for a visit as often as possible and the pet is lovingly care for by the doctor?s staff.
    4. Find a pet-friendly place for your senior loved one to live if extra care is needed. Smaller personal care homes may accept a cat or even a dog in the facility as long as their daily care and food is covered by your senior. Several facilities will accept a fishbowl in the room as long as the family keeps it maintained.
    5. Naturally, the ideal situation would be to age in place as long as it remains safe so that your senior loved can remain with their companions as long as possible.

    Staying healthy, eating and drinking well, staying physically active and engaged in the community will increase the likelihood of our seniors staying in their homes as long as possible and with their pets. We shouldn?t overlook even small lifestyle changes to keep our seniors healthy as they age.

    It is estimated that of 57% of adults aged 50-64 years own pets, as do 43% of those aged 65 and older.

    Let?s also remember to keep the pets as healthy as possible to ease the burden on our seniors for their care. Regular veterinarian visits, shots when needed, playtime, exercise and love will help keep your senior?s pets healthy companions.     Virginia Belle: Weekend Snapshots

    Our Fall so far has been packed with weekend road trips. ?While leaving town every weekend has made our weeks incredibly busy, we're enjoying every second of our weekends away with friends and family.

    ?Friday night we stayed close to home and made a point to enjoy as much time on our deck as possible. ?Before long all of our meals will be forced inside by the cooler temperatures so we embraced Fall with our beverages for the evening but hung on to Summer with a grilled meal on the deck.

    Saturday morning I squeezed in a run and we enjoyed a delicious breakfast before heading to our favorite town, Charlottesville, for the day. ?The short drive there was gorgeous and we made it just in time to watch our Wahoos lose horribly at a local bar. ?After the game we made our way to our friend's, Kathryn and Ryan's, house. ?The first thing on our agenda for the evening was a tasting at Starr Hill Brewing Company. ?We're huge fans of their beer so it was great to visit the actual brewery and taste some delicious beer. ?Our favorite beer of the day was definitely the appropriately named, Monticello.

    Saturday night was spent?cuddling with K&R's absolutely adorable son, Reid, being treated to a fabulous homemade dinner, and catching up by the fire pit on a perfect Fall evening. ?They were fabulous hosts and managed to make having a baby and entertaining friends seem like a breeze. ?I already can't wait to visit this sweet family again soon!


    Sunday afternoon our group of 5 packed a picnic from Greenwood Gourmet Grocery and made the short trip to King Family Vineyards for polo, wine, and gorgeous mountain views. ?We started the event with a brief photo shoot on the beautiful grounds before settling in to watch the polo match. ?Almost everyone from our church group also made the trip to Charlottesville for a day of polo and it was great to catch up and just enjoy the day with everyone. ?The match lasted about 2 hours and when it ended, the players took a moment to visit the spectators. ?If you're ever in the Charlottesville area on a Sunday I highly recommend this free event, it's fun for all ages and definitely worth the drive! ?After the match we said goodbye to our wonderful hosts for the weekend and our church friends and made our way back to DC for another busy week.

    Memory-forming signal transmission in the hippocampus elucidated

    The hippocampus represents an important brain structure for learning. Scientists at the Max Planck Institute of Psychiatry in Munich discovered how it filters electrical neuronal signals through an input and output control, thus regulating learning and memory processes. Accordingly, effective signal transmission needs so-called theta-frequency impulses of the cerebral cortex. With a frequency of three to eight hertz, these impulses generate waves of electrical activity that propagate through the hippocampus. Impulses of a different frequency evoke no transmission, or only a much weaker one. Moreover, signal transmission in other areas of the brain through long-term potentiation (LTP), which is essential for learning, occurs only when the activity waves take place for a certain while. The scientists even have an explanation for why we are mentally more productive after drinking a cup of coffee or in an acute stress situation: in their experiments, caffeine and the stress hormone corticosterone boosted the activity flow.

    When we learn and recall something, we have to concentrate on the relevant information and experience it again and again. Electrophysiological experiments in mice now show why this is the case. Scientists belonging to Matthias Eders Research Group measured the transmission of electrical impulses between neurons in the mouse hippocampus. Under the fluorescence microscope, they were able to observe in real time how the neurons forward signals.

    Jens Stepan, a junior scientist at the Max Planck Institute of Psychiatry in Munich, stimulated the input region of the hippocampus the first time that specifically theta-frequency stimulations produce an effective impulse transmission across the hippocampal CA3/CA1 region. This finding is very important, as it is known from previous studies that theta-rhythmical neuronal activity in the entorhinal cortex always occurs when new information is taken up in a focused manner. With this finding, the researchers demonstrate that the hippocampus highly selectively reacts to the entorhinal signals. Obviously, it can distinguish important and, thus, potentially recollection-worth information from unimportant one and process it in a physiologically specific manner.

    One possible reaction is the formation of the so-called long-term potentiation (LTP) of signal transmission at CA3-CA1 synapses, which is often essential for learning and memory. The present study documents that this CA1-LTP occurs only when the activity waves through the hippocampus take place for a certain time. Translating this to our learning behavior, to commit for instance an image to memory, we should intently view it for a while, as only then we produce the activity waves described long enough to store the image in our brain.

    With this study, Matthias Eder and colleagues succeeded in closing a knowledge gap. "Our investigation on neuronal communication via the hippocampal trisynaptic circuit provides us with a new understanding of learning in the living organism. We are the first to show that long-term potentiation depends on the frequency and persistency of incoming sensory signals in the hippocampus," says Matthias Eder.

    Embracing AirPlay has usually involved a wholesale switch in hardware: years of speaker investment go out the window for the sake of skipping a wire. Onkyo doesn't have a problem if you bring your own equipment to the fray. Its new DS-A5 docking station brings Apple's WiFi media streaming to many home stereos, including those of rivals, as long as there's a wired or 802.11g-capable wireless router to feed the connection. Naturally, there's perks if you do live in an Onkyo universe -- any link using its Remote Interactive cable can both wake the stereo through AirPlay as well as control the dock from a traditional remote. About the only oddities are the vintage composite video output and a 30-pin dock for charging iPads, iPhones and iPods, neither of which will be much help if you live on the cutting edge. Onkyo brings the DS-A5 to American shores in October for $199; that's a lot to pay for playing songs from the couch, but it's a sight more affordable than replacing home audio equipment costing multiple times that amount.
